Stena Line could lead to larger, more modern ferries being based at Fishguard, the Western Telegraph reports.
John Davies, leader of Pembrokeshire County Council, told the newspaper that upgrading the port and providing a new marina complex to handle Irish Sea ferry crossings are among the "key strategic priorities" of the local authorities.
Stena Line route director Vic Goodwin added: "We are satisfied that we now have a number of options to consider that will ensure both the marina development and ferry operations can complement each other."
The operator also provides ferries to Dublin and Dun Laoghaire from Holyhead as well as a Harwich to Hook of Holland ferry route.
